On September 21, Paramount agreed to settle challenges to its Warner Bros. Discovery takeover brought by 12 US states and Hollywood writers. The proposed combination would bring two major film studios, CBS and CNN, and the Paramount+ and HBO Max streaming services under one owner. AP reported at the time that the settlement still needed a judge’s sign-off. The announcement was not itself completion of the merger.

The settlement contained enforceable commitments, rather than an unconditional withdrawal of the states’ objections. AP reported an additional $1.5 billion in US film production over five years, film-release targets, support for displaced workers, and separate negotiations for the companies’ existing basic cable channels for five years. It also provided for oversight of editorial independence at CBS and CNN.

Paramount argued that the combination would strengthen production and competition. California Attorney General Rob Bonta said the settlement was not an endorsement of the merger; the Guardian reported the states’ concern that consolidation could reduce choice.
